Most of that stuff is accurate with just a few inventions on my part. If someone can point me in the direction of some good photos of Picard as a cadet and some season 1 photos I might be able to Photoshop something to suit the period.

I know this really isn't the place for this discussion, but since its somewhat on topic....isn't it odd that he has flowing hair in his depiction of a ensign in "Tapestry" yet in "Nemesis" his picture as a cadet is bald (and not shaved bald, but bald bald)???

This isn't as easy one might think, here's my first attempt.
It looks like a wax mask or a botched facelift to me. I haven't altered the hair yet simply because I don't quite know how, at least not with out it looking airbrushed and fake. Also changing the colour seams to be quite difficult. Are there any experienced photo-manipulators out there?

I think you went a bit too far. Who looks sort of like a semiformed pod-person or a larva. He needs his chin dimple back. Maybe just reduce the eye bags and mouth-nose lines a bit.

Interesting, Picard had red thick hair in "Tapestry", but not in the "Nemesis"-photo, but Picard got into the military career thanks to a Nausiccan shortsword, if we're to believe Q.
Shinzon didn't get a shortsword in him during youth, but probably a lot of other things, but anyway he finally got something through his upper torso, like Picard, and so the impaling-circle is complete!

The bald Picard Cadet picture was laziness on the part of the film makers. Casual viewers might not pick up on the fact that it was Picard if they didn't make him bald.
*sigh*
Anyway... to the graphic... you'll have to refresh my memory, but do they list the person's rank along with their name in the personnel listings we've seen? I mean, rank could change, though their names wouldn't. With the massive information network starfleet uses, updates to things like personnel files would probably happen fleetwide within a couple of days of any change, but still... I'm wondering if the rank shouldn't be listed elsewhere.

As you like it, I'd say. The personnel files in "Conundrum" and "The Next Phase" had both name and rank, while the files in "Eye of the Beholder" had just the name.
