Well, more fundamentally because it was a new device which was first used to blow up something big. The initial idea that "hey, it must be powerful" isn't too much of a stretch if that's your first point of reasoning.

Plus they used it once and never again - that makes it look like some sorta "Oh No" superweapon... which the Photon technically is - I mean 1 photon torpedo could destroy LA but - then what would they use all the time... phasers - but even phaser's can drill a hole to the earths mantle... see that TNG ep with Data's mother...

1 photon can destroy LA, but six quantums can't destroy a Jem'hadar bug?

How well shielded is LA?
And I'm pretty sure 6 quantum torps could destory a Jem'Hadar Fighter. It's pulse phasers don't seem to have that much of a prob.

It took six to destroy one in "Valiant" (DS9). (Actually, my above statement is inaccurate...change it to five or something.)
