Nope, you can do either in most cases. Also, the use of a single planet or station group is often just as good as an interstellar government. (A planet with lots of large cities and so on could easily approach or exceed the combined population of Pawrinao, for example.)

Actually, as I mentioned, all the governments in this area (which is all the blocks surrounding the default, a few deep in any direction, especially "north," actually) have all been in contact with each other for millennia. Your idea would need to go someplace out of the way...this is perfectly fine (we've got lots of space), but you couldn't really "interact" with any of the other established civilisations. However, that seems to be what you want, so that works out well, I guess.

If you were thinking that civilization meant only one species, my idea would actually involve a pair of species, possibly a third, but definitely not more than three.
I would only require....maybe 6 systems. Only one actually in "use."
As for where, it doesn't really matter. I just need something out of the way, where nothing (planned as of yet) has been happening for say 40 to 60 million years. It also can't be "too" far because I do plan to eventually have it contact one other...erm civilization .

I meant quite the opposite...in any area where there's been interstellar travel, civilisations would generally always be multi-species. Species themselves wouldn't operate as a coherent unit. Thus, you can use as many for the civilisation as you want.
Anyway, your idea sounds good...I will most likely put them several blocks "south" (I'll figure out exactly where this weekend.)
Background info would be great. It doesn't need to be on the same server as the DH site, BTW...you can put it up elsewhere if you want to update it more easily, and I'd put a link from the main site.

Mucus: Frank has an aneurysm every time someone uses the term "race". He has this odd idea that no species can remain an entity unto itself. Unfortunately, since he created this thing, we have to do it his way.
But, if you argue w/ him long enough, you can possibly get him to concede to certain points. That's what I had to do. Of course, he still doesn't want me to do things my way, but the problem in question most likely won't even come up in anything. It's more of a background issue that can simply be "not explained". :-)

Well, only when it's used to refer to government or something.

Well, after time, no race would. (Or even before coming into contact with other species...look at humans today.)

It's not a matter of doing something my way, it's a matter of common sense. There are species-based governments in Trek, B5, and so on because the various species only recently came into contact with each other. In other sections of the DH galaxy, I assume there are many isolated species. If you want to work on one of those sections, like Mucus, that's perfectly fine.

I sort of agree with the fact that species would naturally integrate into mulitple-species governments following certain assumptions. The species we see in ST, SW, B5, are typically the same sized (relatively), may have different atmospheres, but are relatively similar. So yeah in that situation species would naturally integrate.
But if the species are vastly different in size, physiology (body chemistry, elemental makeup), or culture, they might never integrate.
Frank's arguement is that we are naturally integrating the various human "races", but notice we haven't shared a government with monkeys, or viruses for that matter. Different species may regard each other in that way)
That being said, I'll probably still have a six race civilization with three sharing a common ancestor. So Frank should be happy anyways

My species is one of the oldest in the galaxy and their government is only that one species. Of course, they've been secluded in a few systems for several millenia now...

Exactly, especially given lots of time.

I imagine that at this point, the different regions of the galaxy include species that share similar preferences for atmosphere, gravity, etc., since they all would have begun gathering together over time. In other parts of the galaxy, humans might need to wear specialised environmental suits when around the usual inhabitants.

Well, humans are somewhat like a type of intelligent monkey. But intelligent viruses would probably be mostly in another location of the galaxy.

As you mentioned, you wanted space away from any other civilisations, so it would work out well.
