And to help clarify a little more, Future Imperfect was season 4. She wore it in a "alternate-timeline-no-it-wasn't-it-was-a-Romulan-holodeck-no-sorry-again-it-was-a-hallucination/dream/mental-thgny", and she only wore it in that episode.
In Chain of Command part 1 (season 6), after Picard had been reassigned, Jellico told her that she should wear the regulation Starfleet uniform.
Strangely, after that, less people came to her councelling sessions. Hmm...
