Who was the best villian on Star Trek? My guess would be either Khan or Gul Dukat. The Borg Queen was evil, but she didn't match the status of those two. Q wasn't really a villian, just a nuisance.

Hey, I already did that bit a couple years ago!!!!
Okay, I'm only kidding.
Movie wise, I preferred Khan and Chang. Series wise, I prefer Weyoun.

I think that Dukat and Weyoun definitly took the cake as far as great villans. Dukat had a very rounded character going. Weyoun was very hard to figure out. They were even better villans because they were kind of enemies of each other as well.

Q was a great villian for Picard. He was the villian of the week type, much more fun. In TNG they did a good job of keeping his edge while making him appealing to fans. Meanwhile, Voyager decided to declaw him and make Q more friendly.

The producers (wisely, I think) stopped portraying Q as a villain after Q Who. After that he was an antagonist and a trickster, but never really an adversary.
