My vote for Trek villian goes to Khan. On first appearance, he was simply a power-hungry ego-maniac. But he come off as caring and compassionate and with a genuine love for whats-her-name in "Space Seed." After the death of his wife and fifteen years of torment on a desert planet, rage and revenge superceded his previous traits. You could still see his traits from "Space Seed," but he was almost like a new person. Full of rage. Quite powerful stuff.
I liked Dukat as a villian. He was an arrogant self-centered man who lived in a delusional world of his own making, in my opinion. He's trickery becomes evident after he sides with the Dominion (which also marks him going even more power-hungry). Then we get to see his decline into madness after Tora Ziyal's death. Was quite interesting to watch. Even in madness, he had the core of Dukat's personality.
Chang and Kruge I liked as far as Klingon villians. They were similar in intentions but differed in executing their plans. Kruge was brazen and in-your-face. He was harsh and brutal. Chang had an elegance in the havoc he unleashed. Quoting Shakespeare and attacking under the cloak of darkness. Quite interesting to watch the two.

Well I would have to say Dukat was primarily ones standard military despot, reigning as 'prefect' of the Bajoran occupation as long as he did probably moulded his lust absolute power and control. In many ways he saw himself as a pseudo-deity.
This was all perfectly summed up in his conversation with Weyoun (in possibly Sacrifice of Angels) whereby he lamented the lack of appreciation the Bajoran people (which he saw as 'his children') had shown him, and that there was no existing monument or statue to honour him on Bajor. This was extreme megalomania, and yes he spiralled horribly at the end when the Pah Wraiths took control of him. Again his desire and lust for power.

I don't know, but I get all the emails from other members enveloped to me. I haven't been involved with the group that long so perhaps it hasn't been set up yet. I'm hoping to get a 3D project to work on soon, I'm closely monitoring the progress of Kristian's illustrations of Surak Class....
Yes, Waltz was a brilliant examination of Dukat, by this point he had changed quite drastically. But we all remember his almost aimiable personality from early on, from episodes such as Defiant and Indiscretion and so forth.
Another villain no-one has mentioned yet, and possibly the most devastating in the level of destruction he caused was Annorax and his temporal weapon ship. Although he was not a military foe of the Federation as a whole, he routed entire civilizations from existence. Although driven by good intentions, he was a maniac in the extreme.

1) Weyoun (and his fellow Vorta). Creepy, cold, complex and eerily sympathetic. The baddest bad guy! 2) Gul Dukat. One twisted little man. "Waltz" was quite terrifying. 2) Khan. He was good (in an evil way).
Close runner-up: The Klingon governor of Organia (Kang or Kor) from errr, that one episode featuring the Organians.
Sure, he didn't start out as an villain ... but he certainly schemed and manipulated Picard enough to make him at least as annoying as "Q" -- and he sure didn't start out on the right foot either, with his treatment of Worf.
Then on DS9, okay, he came to Quark's defense after a failed math lesson, but he was perfectly willing to put the fate of the Alpha Quadrant on the line repeatedly for his own political benefits: including a war with the Federation, and then later, squandering precious military resources in vain attempts to cast Martok in a dark light.
Gowron gets my vote for "Under-appreciated Villain."

My God, tape all off the episodes? Who are you people?? How much time do you got? And stop bragging about watching an episode every week! Back in my day, they were on every night from Monday to Friday. Now that's changed. You should be thinking about all the unfortunate people in the world, such as the ones in Milwaukee, Wisconsiin, who don't have DS9 reruns on any channel anymore! The horror! Voyager and TNG every night! What's life without DS9?? Auuuugghhhhh!!!
