I agree with MMoM. The captain Picard we see in the movies is very different to his persona on TNG.
There are moments in all the TNG films that don't seem to fit to his "normal" behaviour...

I think FC and Inn both had some very "picard" moments but only Generations does his character justice.

Yes, he always wanted Riker and Troi off his ship, a new idiot as XO,, silly seatbelts on the command chair, Data dead, Worf back at tactical, the Enterprise refit into an uber-warship and to become pals with the Romulans after a big fight.
He couldve at least kept the cute Trill conn officer though.
