Not to sound crazy and all on-topic and stuff, but assuming that you are using Windows XP...have you tried using the compatibility modes?
And I wouldn't just blame Microsoft here. They can hardly be expected to make sure that every 10 year old game still works on an operating system about a billion times removed from that the game was designed to work on, never mind that the hardware has changed radically too. Blame Lucasarts too. And blame them for not making good games anymore too.
